The service is available online on web portal www.hrylabour.gov.in. The system allows online application submission, payment, tracking and monitoring without the need for a physical touch point for document submission and verification. All applications are submitted online only. The system allows user to download final signed approval certificate online from the portal

(i) For issue of unverified registration invalid for KYC – the inspector has to examine the information provided in the application and whether it is complete or not.
(ii) However, from the available information, the inspector will check from the map or from local knowledge as to whether the address given by the applicant exists or is fake.
(iii) If the application is in order, with complete information, it will be approved. If not approved within 24 hours as given above then a provisional registration not valid for KYC will be issued automatically by the system irrespective of whether the online application has been checked or not.
(iv) If there is any fraudulent entry, it has to be reported to the Assistant Labour Commissioner for permission to reject the application.
(v) On consideration of the report, the Assistant Labour Commissioner has to permit or reject the recommendations of the inspector as also the application only on grounds of non existence of the address given in the application. This is open to contest by the applicant.
(vi) Thereafter, if the provisional registration has been issued automatically by the system then as and when physically possible the inspector has to visit the site to verify the physical existence of the establishment on the given address within five working days.
(vii) In case of any deficiency pointed out online by the inspector, the applicant has to be given not more than five working days.
(viii) If the application is in order, the inspector will approve the online issue of verified permanent registration within 24 hours.
(ix) However, if the application has some serious discrepancy, the application has to be forwarded to the Assistant Labour Commissioner forthwith who will decide the rejection within 48 hours.
(x) On completion of fifteenth day if the online application is accepted or rejected then the system will automatically generate the final registration.
(xi) In the extreme case of the online application not been attended at all for various reasons of non availability of authority then the Assistant Labour Commissioner will have to attend to the application immediately and decide at his level with immediate effect.) |
After using his/her login ID , the user has to fill the basic information performa(BIP). This performa contains all the basic information of the establishment and occupier like address, number of workers etc

Application in Form No. F & B - The online application in form no F & B (system generated forms) is submitted. It uses all the data already filled in BIP, wherever required.

The scanned copy of the documents should be legible and size of the document not to be more than 2 MB per document.

Scanned copy of treasury challan if fee is already paid using the Treasury Challan.

Next step is to make fee payment. The fees is to be paid on the basis of nature of business. User can make the payment via Online e-GRAS using Debit/Credit Cards
|

|
However, user may also deposit this amount of the balance/pending fee in the old fashion of Treasury Challan but donot forget to upload its scanned copy immediately as a proof of fee payment. The system shall be keeping the logs of all the earlier submitted BIP, Shop registration Application in chronological order.

|
|
At the time of final submission, OTP (One Time Password) is sent to registered mobile number for verfication. Once verified, the application is submitted into the system for internal processing. Make sure user is providing valid mobile number
|
|
|
|
Once application is submitted, user can track the application by logging into the system using previously created login id. Any compliance related query / document can be submitted online during the process
|
|
|
|
After submission of the complete online application along with attachment and payment of statutory fees, the application gets automatically reflected in the account of the department Labour Inspector for scrutiny of the application and attachments.
|
|
|
|
The Labour Inspector during scrutiny process record his/her observations, if any, on the application and make known to the applicants via automatic generated e-mail and SMS. The observations are also visible to the applicant when he/she login to view the status of application.
Internal processing:
The application can be applied at the end user login; same application can be viewable at the Labour Inspector’s login. The Labour Inspector will check the application under (new/in process/marked/unpublished/observation/Reply) for application, & process the application via verifying the applicant document list under the scrutiny. The process flow for Department officer is explained below:
- The Labour Inspector check’s the online application inside his login and comment online at the Departmental portal. If agreed on this then Labour Inspector approves and publishes the application. In case of the objection in the application Labour Inspector generates the observation & publishes it.

The applicant can reply or make the compliance to these observations in the login panel of this e- service itself.

|
|
The Labour Inspector grant the registration certificate or renew or amend it as the case may be if application is complete in all respect and applicant can download the certificate from his login.

Once application is approved, user can download the registration certificate online by loging into the system
