How to apply for approval of factory building plan under Factory Act, 1948 ?

  1. Already registered factory owner will visit the website and login to his/her id.
  2. After login there is an option of Factory Building Plan at the top of the page
  3. After logging the user has to fill the FORM 1.
  4. After filling the form 1, the user has to fill the Form-1A.
  5. After filling the form 1A, the user has to fill the Form-1B.
  6. Blue Prints hard copy will be submitted to the department by hand or by courier.

  • Flow chart of manufacturing process
  • Site of factory and surroundings
  • Plan and elevation and necessary cross-sections of the various buildings indicating all relevant details

How do I send to the department the layout and detailed plan blue print and track the same?

  • Applicant have to provide the blue print by hand or can send to department through courier

How to apply for registration of establishment engaged in Building and Other Construction activities under the Building and Other Construction Workers (RE & CS) Act, 1996 ?

  1. The User has to create his/her Login ID on the Department's Web Portal by Using his/her operational e-mail ID and password and fill the Basic Information Performa(BIP).
  2. After using his/her login ID , the user has to fill the Basic Information Performa(BIP).This performa contains all the basic information of the factory like address,workers,amount of power used,details of the occupier/manager,manufacturing process & declaration etc.

  3. Applicant has to fill Form 1 for registration certificate

  4. The system at these steps shows the calculation of fee and enables you to make the payment of the balance fee online using Debit/Credit cards.

  5. Applicant has to fill the form where he/she has to provide details of  commencement

  6. Applicant has to fill Form 1 CESS rules.

How to apply for registration/renewal of Shop and Commercial Establishment under the Punjab Shop & Commercial Establishment Act, 1958

  • The User has to create his/her Login ID on the Department web Portal by using his/her operational e-mail ID and password.
  • After using an existing login ID, the user has to update the Form-F, if required.
  • In Form-B, the applicant will provide the information regarding his / her employees (can be in excel format), holidays and timing details.
  • Automatic fee calculation will be done on the basis of nature of the business selected in Form-F.
  • Attachment of Proofs can be uploaded in Form-F and size of the document should not be more than 2 MB.
  • Actual payment of license fee, if due. Next step is to make payment of balance fee. The system at this steps shows the balance amount required, to make the payment of balance fee via Online using Debit/Credit cards payments.
  • The Applicant can track his / her application in real time. After the application is scruitnized by different department officers, the applicant will be able to download the license certificate online.
  • Applicant has to fill the workers details and pay the contribution.
    • Details of the shop/commercial establishment as per Form F & B.
    • Scanned copy of Proof of Establishment i.e. Lease Deed/Rent Deed, Registration Deed, or any other proof of possession of Shop/Commercial Establishment like Electricity bill / Telephone bill / Bank account and affidavit etc.
    • Front photo of shop or commercial establishment covering the surroundings of the said establishment.
    • Use Visa or Master Credit/Debit Card if online payment is to be made.
    • Fee can also be deposited offline and user has to upload scanned copy of treasury challan if fee is already paid using the Treasury Challan

How to apply for registration under the Contract Labour (Regulation &Abolition ) Act, 1970 ?

  • The user already registered under the Shop Act can easily apply by logging in to their id. An the top of the dashboard, there is an option of “Contract Labour”. Click on it and Contract Labour form will appear. Follow the following steps:-
  • Establishment/Shop can register for RC.
  • Principal Employer has to add contractor who is registered under Shop Act in Haryana and outside Haryana.
  • Principal Employer will activate the Form 5 for each contractor after getting the approval from the Haryana Labour Department.
  • Contractor (Register under Shop Act) can apply for fresh license by clicking on link sent by the Principal Employer.
  • Shop owner has to fill Form 5 and apply for license.
  • Shop owner has to pay the fee which is automatically calculated based on no. of employees.
  • Contractor can pay the fee through online payment mode or treasury challan.
  • Renewal is on annual basis.

Is it mandatory to get registered under the Punjab Shop & Commercial Establishment first in order to apply to obtain the contract license under the Contract Labour (Regulation &Abolition ) Act, 1970 ?

  • This service is available online on the web-portal -www.hrylabour.gov.in for which following steps are required:

 

  • Applicant has to use his/her existing login ID created at the time of registering under Shop Act.
  • Applicant has to fill online form and mention no. of employees.
  • Applicant has to pay fee which is automatically calculated based on number of employees.

Can the applicant pay the fee through online payment mode or treasury challan to apply for registration and license under the Motor Transport Workers Act, 1961 ?

  • Yes, the applicant can use online/ offline payment mode.

Employee has to visit department website, then login to his/her id. There is an option of “Schemes” on the dashboard, click on it. Here, the employee can view all the schemes and can apply for the scheme he/she is eligible for.

What is the eligibility criteria to become the beneficiary of the Haryana Building and Other Construction Workers Welfare Board ?

  • Worker has to submit acknowledgement attested by sarpanch/ thekedar of 90 days working experience in Haryana.

  • To make online payment applicant has to select online payment mode, if the payment is related to treasury then it will be redirected to e-Gras portal.

  • To track the status of application, applicant has to login to his/ her id and on dashboard of applicant he/she will able to view the history and then click on “Process”.

How to apply for factory license under Factory Act, 1948 ?

  1. The User has to create his/her Login ID on the Department web Portal by using his/her operational e-mail ID and password.

  3. Application in Form No. 2 - The online application in form no 2 (system generated form) is submitted. It uses all the data already filled in BIP wherever required.
  4. Automatic fee calculation - Information of already paid fees
  5. The system at these steps shows the calculation of year wise fee and enables applicant to make the payment of balance fee via Online using Debit/Credit Cards.
  6. Factory owner has to fill the worker details and pay the contribution.
  7. Online fee is deposited through eGras.
  8. The system shall be keeping the logs of all the earlier submitted BIP, Factory license Application in chronological order.
  9. The Applicant can track his/her application in real time. After the application is scrutinized by different department officers, the applicant will be able to download the license certificate online.

Am I restricted to apply for factory license only for one, five or ten years ?

  • Applicant can to apply for license for 1 and 5 years.

Can third party verify the certificate issued by the Department ?

  • Yes, the third party can verify the certificate by visiting the department's website www.hrylabour.gov.in and enter the details of license at “Verify License Details”
